On November 9, Saqinform, based on a Russian ТАСС, published an article concerning the resolution project initiated by Russia in the UN condemning glorification of Nazi, Neo-Nazi and other practices. As the piece notes, Russia presented such document to the UN in 2016, too, and got support of 136 countries, 48 abstained, while Ukraine and the United States voted against. The article cites a Russian diplomat, Grigory Lukyantsev, on several occasions and includes a photo, portraying the US and Ukraine flags together with the Swastika. The photo is accompanied with a caption, saying “USA and Ukraine voted against glorification of Nazism in the UN”.

Saqinform’s material and photo are manipulative, as it shows only the position of the Russian side, does not mention the reasons behind the US and Ukraine going against the resolution and aims to portray US and Ukraine as the states that support Nazism. In 2016, the US explained the refusal to support the resolution by the possible threat of restricting the freedom of expression, gathering and creating unions. Since 2014, Ukraine’s refusal to discuss the resolution on annual basis was due to the fact that the document was not reflecting the crimes of the Stalin regime.

Real Facts

The document underlines that every country should prohibit any type of sympathy towards Nazi regime, their allies and the associated organizations, both officially and unofficially.

On 17 November, 2016 the resolution entitled “Combating glorification of Nazism, Neo-Nazism and other practices that contribute to fueling contemporary forms of racism, racial discrimination, xenophobia and related intolerance,” was approved by the U.N.’s human rights committee with 131 in favor. Three states The U.S, Ukraine and Palau were against.

The Official Representative of the US in the UN explained in 2016 that the US believed that the recommendations of the Resolution were restricting the freedom of expression, gathering and creating unions, as well as being in conflict with the Universal Declaration of Human Rights. In addition, according to the United States’ position, the Resolution was of politicized nature and Russia would use it for political attacks against the neighboring countries. The explanation also noted that the US condemned any kind of glorification of Nazism, racism, xenophobia, modern forms of discrimination and the associated intolerances.

The Resolution project has been reviewed on the General Assembly of the UN since 2012 and unlike the resolutions approved by the Security Council, they are not legally binding for the member countries. In 2014, Ukraine joined the USA and Canada, who refused to support the Resolution. Fifty-five countries, including Georgia, abstained from voting. According to the representative of Ukraine, their refusal is due to the fact that it does not condemn the crimes of the Stalin regime.

Andrey Tsimbalyuk, Ukraine’s Representative in the UN, in 2014: “Until Stalinism and neo-Stalinism are judged with the same degree, as Nazism, neo-Nazism and other forms of intolerance, Ukraine will not be able to support this document.”

Kremlist Meida: And you are a Nazi, too!

According to EU vs Disinfo, one of the active directions of Russian Propaganda is blaming others of being Nazi. In this regards, the frequent targets of their accusations are Ukrainians and the people in the three Baltic States.
