On January 22, Zviad Tomaradze, the head of the organization “The Nation and the State”, published a Facebook-post stating that the World Health Organization has admitted that  “Covid-19 test results grossly exceeded the number of infected people” following the inauguration of the U.S President-elect Joe Biden. Tomaradze claims that the WHO published the mentioned notice on the organization’s webpage.

Tomaradze’s claim as if the WHO admitted that Covid-19 test results grossly exceed the number of infected people is false. In the information notice published on January 20, the WHO recommends to carefully read the user’s manual for PCR tests and consider the patient’s clinical presentation together with PCR test results when diagnosing coronavirus. Linking the WHO information notice to Biden’s inauguration is manipulation because they are not related to each other.

The information notice published by the World Health Organization on January 20, did not state that PCR test results exceed the number of infected people. The notice actually summarizes recommendations to consider in PCR testing and diagnosing of coronavirus. In the information notice, medical personnel are recommended to consider the patient’s clinical presentations, contact with confirmed cases, and other factors together with PCR test results when diagnosing coronavirus. As for the lab technicians, they should carefully read the user’s manual for PCR tests.

Tomaradze manipulatively links the WHO information notice to the inauguration of Joe Biden. In the January 20 notice, it’s indicated that this notice supersedes the one published on December 14, 2020, which was also about recommendations for PCR  test-users.

Message identical to Tomaradze’s post was also disseminated by the conservative edition The Gateway Pundit. The edition writes that one hour after Biden’s inauguration, the World Health Organization admitted that PCR testing produces a huge number of false positives. The Gateway Pundit’s claim was verified by PolitFact and their ruling on this claim was “false”.

PolitFact article notes that WHO information notice is written in highly technical language, however five virologists, most of whom work in COVID-19 testing labs, explained to them that the gist of it was to remind lab technicians to carefully read the PCR test user’s manuals
