Did NDI and IRI Suspend Public Opinion Polls following Alliance of Patriots’ Campaign?

Speaking in the interview with Obieqtivi TV on August 7, Davit Tarkhan-Mouravi, one of the leaders of the Alliance of Patriots, said that after the party exposed the deceptions spread by two U.S. organizations – the National Democratic Institute (NDI) and the International Republican Institute (IRI) – both suspended their polls for one year. On August 13, the Alliance of Patriots held a special briefing, where its chairperson, Irma Inashvili declared mistrust towards the IRI-commissioned public opinion poll released a day earlier; she again accused NDI, IRI and Edison Research of telling lies and presented the results of an alternative survey conducted by her party as a proof. Inashvili demanded expulsion of the IRI head from the country, like, as she claimed, it happened when the NDI head was recalled from Georgia.

Davit Tarkhan-Mouravi’s statement as if NDI and IRI suspended their polls for one year following the party’s campaign is a lie, because NDI released its survey in June 2020, six months after its latest poll, while IRI published its survey in August 2020, nine months after its most recent poll. It is also a lie that the NDI head was allegedly recalled from Georgia following the Alliance of Patriots’ campaign, because actually she moved to Stockholm to hold the position of Global Program Manager at International Institute for Democracy and Electoral Assistance (IDEA).

On January 26, 2020, the Alliance of Patriots held a protest rally in front of the U.S. Embassy in Tbilisi demanding to ban the activities of NDI and IRI in Georgia.

NDI and IRI conduct public opinion polls in Georgia several times per year. Based on the data for past three years, NDI conducts about 2-3 polls per year and IRI – 1-2 polls. NDI released its latest survey in June 2020, six months after its previous poll and IRI – in August 2020, nine months after its previous poll.

  • Former NDI head moved to Stockholm to hold the position of Global Program Manager at International Institute for Democracy and Electoral Assistance (IDEA).

Laura Thornton, former resident director of the National Democratic Institute (NDI) in Georgia, who served on this position since 2014, moved to Stockholm to hold the position of Global Program Manager at International Institute for Democracy and Electoral Assistance (IDEA). Speculations on Thornton’s transfer to new job were part of a joint campaign unleashed on Facebook by the pages affiliated with the Alliance of Patriots and the government.

According to the report “Anti-Western Propaganda 2019” released by the Media Development Foundation, the Patriots of Alliance held a rally in front of the U.S. Embassy in January 2020 to voice protest against NDI and IRI surveys that was preceded by the statements of Bidzina Ivanishvili, the leader of Georgian Dream, about unreliability of these institutions. Earlier, the party held a protest rally outside the embassy building in September 2019 to voice protest against the interference in the country’s internal affairs, demanding that former Assistant Secretary of State, David Kramer be declared persona non grata.
