At 12:38, October 31, “Kronika”, the news program of Imedi TV, live-streamed(12:38) the information about members of the National Movement distributing cash at the polling station and causing agitation. TV channel cited one of the social network user’s video footage and comment as the source. Distribution of cash to the electorate isn’t seen in the disseminated footage, according to the News Anchor, “Kronika” only cites the video and its’ description disseminated on social network and will later provide the exact information to the viewers. “Imedi” didn’t indicate who disseminated the mentioned video on the social network either.

Journalist of “Kronika”: Video footage disseminated through a social network, the comment section of the said video indicates that the representatives of the National Movement are distributing cash at the polling stations and causing agitation…. “Kronika” of course is working in Tserovani, we will find out the details and shortly provide the exact information.”

Information disseminated by TV “Imedi” is a half-truth. A man wearing a “United National Movement” t-shirt at one of the polling stations indeed can be seen in the video, which is the agitation. Albeit, neither the footage aired on TV nor the original video depict the distribution of cash to the electorate. News Anchor of „Kronika” inaccurately describes the original post. News Anchor states that the video depicts the distribution of cash alongside agitation at the polling station, whereas according to the author of the post members of UNM “are distributing the money outside”.

At 10:51, October 31, social network user Vasili Tortov published a video on his personal Facebook page with the following description: “National Movement are distributing cash outside, they move around the polling station with agitating materials! Look after the godforsaken Tserovani”. 1 minute-long video shows how a man wearing a “United National Movement” t-shirt enters the building at one of the polling stations. In the video, prior to entering the polling station one of the observers gives him a remark regarding the t-shirt since wearing a party symbol at the polling station implies agitation, which is banned by the legislation and doesn’t allow him to enter the polling station. At the end of the video, a man wearing the “United National Movement” t-shirt leaves the building.  Mentioned video footage aired without the original audio on “Imedi” TV.  The video is aired with the journalist’s voice-over, who speaks about the agitation from the opposition and distribution of cash at the polling station, albeit the journalist doesn’t clarify that the individual wearing an agitating t-shirt wasn’t allowed inside the polling station and the video doesn’t confirm the vote-buying.

The footage in the disseminated video doesn’t correspond with the attached description or the statement that representative of the “United National Movement” distributes cash at the polling station. As indicated on the Facebook profile of the author of the post, Vasil Tortov himself is a member of the “Georgian Dream” party.
