On April 29, 2021, Facebook user Gocha Chumashvili published a post on his Facebook account about the “International Memorandum” that, per his claim, was signed in Strasbourg on June 25-29, 2014, and came into force on May 1, 2016. The post also notes that the notion of the memorandum is based on the establishment of new planetary religion together with the new type of society, reformation of culture, education, and healthcare and overall, according to the post, aims to completely reconstruct the church and society and create the Anti-Christ’s state.

On the aforesaid memorandum, June 23, 2016, Facebook post can be found, published by the Facebook page “საზოგადოება ‘ქართველი’” (Society ‘Georgian’). This post is much more detailed, includes the full text of the memorandum, and is based on the Greek-language webpage apokalypsisnow.blogspot.com

Disseminated information about secret international memorandum on the “New Planetary Religion” is a conspiracy. There is no memorandum with such name or content and can only be found on suspicious Greek, Russian and Romanian webpages without the indication of the official source.

The oldest record about the memorandum on the Greek-language blog “Apocalypsisnow” dates back to April 9, 2015. According to the webpage, the document states that religious and national holidays will be abolished in educational establishments from September 11, 2017. One of the articles also notes that the distribution of child pornography online will be legalized from the age of 14. The full text of the document was published without any alteration on the “Society ‘Georgian’” Facebook page.

Information was fact-checked by the Greek fact-checking organization Ellinika Hoaxes. The article notes that disseminated photos of the memorandum have numerous inaccuracies in the identities of individuals and location names. No signature is found in the document and the text is full of grammar mistakes. According to Ellinka Hoax, a Greek source writes that the original document is in English, however, no such document can be found in English.

In turn, the fact that there is an inconsistency between the identities of so-called signatories and their official status speaks volumes about the fabrication of the document. For example, the disseminated document notes that it is signed by the president of the European Parliament Herman Van Rompuy. Herman Van Rompuy has never been a president of the European Parliament. He held the position of the prime minister of Belgium from December 2008 to November 2009 and was appointed as the president of the European Council in 2009-2014.

Information from Green blog was mainly disseminated in Greek and Russian sources, including ПРАВОСЛАВНЫЙ АПОЛОГЕТ (2015), Yandex Zen (2018), proza.ru (2017, author: Александр Витязев), livejournal (2016), social network vkontakte (2015) and so on. Moreover, a Russian-language video about the text of the so-called memorandum can be found on Youtube dating back to March 17, 2017. The video is uploaded on the channel “Кемеровская область РСФСР в составе СССР”. The same text of the memorandum is presented on one of the Romanian blogs and dates back to March 22, 2016. Neither of those internet resources name other sources besides the Greek-language blog.

The aforesaid webpages provide the content of the information without alternation and disseminate it as “Shocking Secret Document”.

Кемеровская область РСФСР в составе СССР

Youtube channel Кемеровская область РСФСР в составе СССР, where the video was uploaded, claims in its “About” section that the Soviet Union did not disappear anywhere – it couldn’t be destroyed legally and was restored in 2010. The “About” section also mentions Sergei Taraskin, self-proclaimed president of the Soviet Union. Taraskin is a founder of the “Citizens of the USSR” movement, he was put on the list of extremists in Russia and was put under house arrest in November 2020 for the attempted creation of an extremist organization.

Taraskin declared himself to be the president of the Soviet Union in 2010. He believes the said position has been vacant since 1991. Researchers think that the movement “Citizens of the USSR” is an analogy of the German movement “Reichsbürger” that believes the German empire continues to exist. Both of them claim that their countries are governed from the U.S.
