Disinformation by GEWORLD.GE and Russian Media that Sanctions on Russia Could be Lifted

On October 18, 2017, an online edition Geworld.ge published an article titledParliamentary Assembly of the Council of Europe Adopted a Resolution that Could Lift the Political Sanctions on Russia“. According to the material, the results of the vote demonstrate the abolition of sanctions imposed on Russia, as “the Resolution prohibits the OSCE to extend the term of the restrictions imposed on Russia without the consent of the member states”. The edition believes that it makes the possibility of extension of the sanctions against Russia questionable, therefore the sanctions could be lifted in January of the next year.

  • The material of Geworld.ge is disinformation, as the Resolution by the Parliamentary Assembly of the Council of Europe is about holding the 4th Summit of the Council of Europe, not the political sanctions imposed on Russia.
  • The text of the Resolution does not even mention the Organization for Security and Co-operation in Europe (OSCE).
  • The only part of the Resolution that concerns the sanctions imposed on Russia reads that due to the illegal annexation of Crimea, Russia no longer  has a right to vote or to have a representative in the Parliamentary Assembly of the Council of Europe.

Real Facts

In 2014, due to the aggression carried out against Ukraine and based on a decision of the Parliamentary Assembly of the Council of Europe, Russia lost its right to vote and have a representative in the Assembly. This was the only sanction mentioned with regards to Russia in the  text of the Resolution.

The Resolution also reads that the “[Parliamentary] Assembly regrets that … the Russian Federation announced, on 30 June 2017, its decision to suspend payment of its contribution to the budget of the Council of Europe for 2017 until full and unconditional restoration of the credentials of the delegation of its Federal Assembly in the Parliamentary Assembly of the Council of Europe”.

According to GEWORLD.GE, “the Resolution prohibits the OSCE to extend the term of the restrictions imposed on Russia without the consent of the member states”. The given information is incorrect, as the OSCE is not mentioned in the Resolution text at all and nor does it have any relation to this particular Resolution, whatsoever.

Kremlist Media

According to Stopfake.org, the disinformation that the Resolution by the Parliamentary Assembly of the Council of Europe creates a basis for the abolition of sanctions on Russia, was disseminated on October 11 by Kremlist and several Ukrainian media-outlets: Fakty, UNIAN, Komsomolskaya Pravda, Podrobnosti, Pravda.ru etc.

The given media outlets presented the given story as if the Parliamentary Assembly rejected all propositions presented by Ukraine and adopted the Resolution that would create a basis for lifting the political sanctions on Russia.
